Rasa - Head of the Islamic Supreme Council of Iraq (ISCI) Ammar al-Hakim cast doubts over the sincerity of the US -led coalition against the Islamic State in Iraq and the Levant (ISIL) terrorist group and described the military alliance as "ineffective".
