Military Aide to the Iranian Supreme Leader Major General Yahya Rahim Safavi said on Tuesday that the ISIL terrorist group was an offspring of joint efforts of the US , Israel, and some Arab countries, adding that now Washington is transferring the remnants of the group to Afghanistan.
